• Richmond Chief of Police said that 52-year-old Julio Alvarado-Dubon and 38-year-old Rolman Balacarcel were arrested after a “hero citizen…overheard a conversation” about the plan. After authorities were tipped off, the police investigated and found Alvarado-Dubon had two rifles, a handgun, and more than 200 rounds of ammunition. They were both arrested on gun charges, for possession of a firearm.
